Property insurance in the UAE: key facts

  • Tenants: contents insurance is optional. The landlord or building insures the structure, not your belongings.
  • Apartment owners in Dubai: Law No. 6 of 2019, Article 41, requires the building's management to insure the jointly owned property against fire, damage or destruction, and against third-party injury. The cost goes into service charges.
  • Mortgages: CBUAE mortgage rules require loan documents to state the insurance requirement. Banks normally ask for property insurance.
  • April 2024 floods: the UAE recorded 254.8 mm of rain in under 24 hours, the heaviest in 75 years. Reinsurance broker Guy Carpenter later estimated insured losses in the UAE at more than USD 2.9 billion and up to USD 3.4 billion, most of them property.
  • War and terrorism: standard UAE policies typically exclude them. Specific add-ons may be available.
  • VAT: property insurance carries 5% VAT.

Types of home insurance

Contents insurance (tenants and owners)

Contents insurance covers your furniture, appliances, electronics, clothes and valuables against fire, theft, water damage and other listed events. Policies often include personal liability. Some also pay for alternative accommodation if your home becomes uninhabitable. Contents cover in the UAE can start from a few hundred dirhams a year. For example, one UAE provider advertises tenant cover from AED 195 a year for AED 50,000 of contents.

Building insurance (villa owners and landlords)

Building insurance covers the structure, meaning the walls, roof, floors and fixed fittings, for the cost of rebuilding. Villa owners arrange it themselves. For apartments, the owners' association insures the building. You insure your own contents and any improvements you have made.

Landlord insurance

Landlord insurance covers the landlord's building and furnishings, and liability as owner. It can include loss of rent if the property cannot be let after an insured event.

Does property insurance cover floods in the UAE?

Many home and business property policies include flood and storm as standard perils. Some treat them as an add-on, or apply a separate, higher excess for natural catastrophes. After the April 2024 floods, property insurance prices rose: Marsh reported property rates rising by up to 15% in Q4 2024. Insurers now look more closely at flood exposure. Common exclusions

  • War, terrorism and missile or drone attacks, unless you add specific cover.
  • Wear and tear, gradual deterioration and poor maintenance.

  • Underinsurance: if your sum insured is too low, claims can be reduced in proportion.

  1. Prevent further damage. For example, shut off the water and secure the premises.
  2. Report theft or malicious damage to the police.
  3. Notify the insurer quickly with photos, a list of damaged items, and receipts or valuations.
  4. Don't throw away damaged items or start major repairs until the insurer or loss adjuster agrees.
